David W. Bower David W. Bower is the president and chief executive officer of Data Computer Corporation of America (DCCA). Formed in 1982 by Bower, this information technology company has a staff of 130 employees. The company helps the United States and foreign governments, commercial businesses, and industries manage large, complex information technology projects that encompass many technological skills and management disciplines. DCCA's areas of focus include systems engineering and technical assistance; information engineering; database design, development and administration; software lifecycle management; program management and support; Web and knowledge management; Web enablement; multimedia design; security engineering; and communications engineering. DCCA's clients include the U.S. Departments of Health and Human Services, and Defense, as well as many other federal government agencies and departments.

Bower worked closely with computer systems and state-of-the-art scientific instrumentation when he served as a senior forensic toxicologist at the Armed Forces Institute of Pathology from 1980 to 1985.  There he determined what information needed to be found for each forensic case, decided the course of action, designed required tests, performed analyses, and wrote decision papers. Bower's full-time laboratory and chemical work spanned 23 years, from 1965 to 1989, including service as the general supervisor for the Clinical Pathology Laboratories at University of Maryland Hospital in Baltimore; chief chemist of the First Army Drug Testing Laboratory at Ft. Meade, Maryland; and chief toxicologist for the U.S. First Army at Ft. Meade. He continues to serve as a special consultant in legal cases on matters involving toxicological issues and general laboratory and scientific issues.

In 1968, Bower earned a BS in chemistry from the University of Maryland, and immediately entered the university's PhD program for analytical chemistry. Today, in addition to the University of Maryland University College Board of Visitors, Bower serves on Howard Community College's Technology Advisory Board, the Howard County School System Board of Advisors, the Northern Virginia Technology Council, the High Technology Council of Maryland, the Howard County Chamber of Commerce, and the Ben Carson Scholarship Fund Board of Directors.
