Shulman, founding partner of Shulman, Rogers, Gandal, Pordy & Ecker, P.A., is a nationally recognized commercial real estate and leasing expert, a lecturer, and a fellow of the American College of Real Estate Lawyers. He has lectured for The Maryland Institute for Continuing Professional Education of Lawyers as well as the American Bar Association, and, for 20 years, has co-chaired the Continuing Legal Education's Advanced Commercial Leasing Institute at the Georgetown University Law Center.

A native of Washington, D.C., Shulman moved to Montgomery County, Maryland, after graduating from Georgetown University Law Center. In other public work, Shulman chaired the Governor's Task Force on Procurement, which worked to eliminate red tape and increase efficiency in state procurement practices. In his efforts to bring the public and private sectors together, Shulman led the effort to raise more than $18 million from the state, county, and city governments to replace a mall in downtown Rockville, Maryland.

Shulman has won numerous local and national awards for his community work in the county, including the Rockville Chamber of Commerce Citizen of the Year Award (1996), Leadership Montgomery's Leader of the Year (1994), and the Volunteer Action Award from the President of the United States (1982). Washingtonian Magazine named him a Washingtonian of the Year in 1982. In 1999, The Bar Association of Montgomery County recognized Shulman’s professional and community achievements with a Century of Service Award.
