Sheila Sullivan Sprague
 

Sheila Sullivan SpragueSheila Sullivan Sprague has focused on public service during her long and successful work life. She serves as legislative analyst at the Office of Intergovernmental Relations of Montgomery County, Maryland, where she has worked since 1986. Sprague represents the interests of Montgomery County at the municipal, regional, and state levels. This involves constant interaction with the Maryland General Assembly, the Maryland Association of Counties, the Maryland Municipal League, and numerous task forces and work groups statewide. Issues under her purview include higher education, transportation, economic development, criminal justice, elections, and consumer affairs.

After being selected in a nationwide competition, Sprague served from 1982 to1986 as a presidential management intern at the Office of the Commissioner of the United States Customs Service. She represented the commissioner and the deputy commissioner of customs inside and outside the organization, maintaining relationships with brokers, steamship lines, airlines, foreign trade zone operators, other governmental agencies, and Capitol Hill. Sprague evaluated service-wide programs to determine their efficiency and effectiveness. Prior to taking that position, she worked as an investigator for the Montgomery County Human Relations Commission. Sprague also taught for Fairfax County Public Schools in Virginia, teaching at Fairfax High School from 1961 to 1963.

She is a founding member and past president of the Maryland Government Relations Association. Sprague also sits on the Financial Aid Committee of Gamma Phi Beta, Inc. She is a graduate of Leadership Montgomery's Class of 1999 and is listed in Who's Who in American Universities and Colleges.

Sprague is an alumna of University of Maryland University College, having graduated in 1982 with a Master of General Administration. She completed her undergraduate work at The Pennsylvania State University, earning a BS in 1961.
